Outside of the user scenarios listed in FFG's website, is there another place to get more?

You can find some on my website under the 'Battles' section. There are also a number of Memoir '44 scenarios.

You could also go to Board Game Geek and find the game info page for Tide. From there scroll down till you find the files section. This is a repository of many things for the game.
