Does anyone know if it can go on a Chimaera or Cymoon ISD for double fleet commands?

Cymoon, yes. Although you cannot equip two copies of the same fleet command.

Chimaera... I believe not. You cannot equip Chimaera if you have a fleet command icon in your upgrade bar, which Flag Bridge would give you. Rather than being a timed step, I believe that applies throughout the fleet building process.

One more thing to note - once flag bridge is equipped, resolution of _any_ of the fleet commands would require discard, so while allowed on Cymoon, it would be impractical.
