I always thought that objective rules should take precedence over other game effects.

As RapidReload said, it's not because the upgrade beats the objective card, it's because of the golden rule: "If a card effect uses the word “cannot,” that effect is absolute."

Gunnery Team uses the word "cannot" and is a card effect.
