both my laptop and computer say the Arkhamdb has been decertified. Anyone else having this issue?

Yep, I’m seeing this too.

It looks like the certificate has expired and the site admin needs to renew it. You can just click past the warning if you really need to access the site – it’s not like the site stores any any sensitive data 😁

The certificate is being renewed.

To your second point: it's a fan-run endeavour - we fill it in in our spare time! Hence not being fully done yet.
