If Tyrion's STR goes from 5 to 3 at the end of the challenges phase (once his STR boost response wears off), does this count as his STR being lowered for the sake of the Hound's ability? (In other words, would the Hound return to hand?)

If I recall correctly, there is a difference between a STR pump effect going away, and a STR lowering effect taking place. ktom will be able to explain better and have good examples as to why, but I believe the answer is no. Losing a STR pump does not count as lowering STR.
