I will just say this. I think Krysta Agate will become the next Dodona. 20 points, a flatly better commander in non critical farming builds and overpowered when paired fleets that rely a lot on scatter. But my question is do you think she is enough to bring the rebel faction back into popular play. Also what are you guys thinking about running her with, I'm personally looking forward toward MC-80s salvo tanks.

Just as a note, Agate will not effect the use of scatter at all - so your fear of that being overpowered is unwarranted.

But that isn't ever a possibility. Agate only benefits the flagship (the "you" clauses on her card always refer to the specific ship she is on), and she can't add a Scatter token, and can't be on a flotilla...so there isn't any interaction between her ability as a Commander and the scatter token.
Agates greatest use is in obtaining a double set of brace tokens on any of the large Rebel ships. With an ECM upgrade, you will pretty much always have access to a brace (unless it is discarded) and the dual brace basically neuters an Intel Officer as well.
There is also a good argument for using her on an MC-30 to gain a brace, possibly with Walex to be able to use it and discard it and then get it back. It could significantly up the survival of that little ship making it an even better strike ship.

But the point is that you can't put a commander on a flotilla (the only ship with Scatter) and Agate can't add a Scatter either.
If you really want to fly a ship with Scatter that can ignore accuracies, try Minister Tua+Electronic Countermeasures on a Gozanti. Preferably with Tagge as your commander (not on the Gozanti, of course).
