Think of all the cult activity and political manoeuvring that'd take place on such worlds, accessible only to the extremely rich and powerful...

The common man will never see another sky (and many will never even see the sky of their own world) unless he gives up everything to go on pilgrimage or joins the Imperial Guard (and in those cases, he is unlikely to ever return to his homeworld)... but those of immense wealth and power have the means to do things like travel between worlds.

Wrong in your stating of wrongness... mostly ;-)

Only the upper 1% of the 1% get access to such places -the power elite, not the common masses. Those that can go to such places are the Planetary Governors and family, high up policy setting Adapta, Rogue Traders, the ruling council members of dominant trade-combines, and others the books would term "Throne Agents". When I say there's no happening vacation spots two systems over, there really isn't. The "pleasure worlds" are still somewhat rare and reserved for the few individuals who actually matter, who aren't just a statistic, who get to live for 200+ years, who aren't seen as just anouther resorce, and who's life actually makes a difference.

So, yes, generally speaking, people don't just gallivant around the sector. Only the uber-rich and incredibly powerful, the kinds of people that determine the fate of whole planets have such a luxury -people who are definitely the exception to the rule and not the rule.

As for the "grimdark" of those worlds, keep in mind that they could be great for the uber-rich and ludicrously powerful who get to go there to have a spot of fun, but the fun is usualy not for the locals -they live to serve those uber-rich and very well could be heavily exploited and live in horrendous conditions just so the pleasure seekers can have just a little bit more comfort and pleasure (just look at our own habits and history in regards to "prime vacation spots"). Hell, a pleasure world might even have a population which exists solely for board nobles to engage in a bit of The Most Dangerous Game antics, reinact their own "120 days of Sodom", or hide it's own hideous secrets. Just look at the write-up Quiddis got ;-)

Even that is still too many by some orders of magnitude - Hive worlds in particular will probably have far more than 10000 ganger scum, hab workers and administratum drones for every noble capable of inter-system travel.

Okay, Mr. Literal, how about only the upper 0.00000000000000001%? ;-p

I, in my number numbed and math handicapped mind, was just trying to convey the idea that very, very few people, the barest minuscule fraction, the exceptions and not the rule, are capable of such travel and attending such vacation spots (not so much even as a vacation as we understand but more as a sabbatical I'd think given the time required for proper interstellar travel and the dangers inherent in such). I'll be more careful with my number and word selection in the future (as long as I can remember to be more careful). ;-)

Pleasure/Garden Worlds are a description of the planet, they aren't the actual function of the planet as some kind of space-tourist destination... otherwise they'd be called 'Holiday Worlds'

They're pleasurable because they're not over-developed, strip mined sh*tholes like the rest of the galaxy, full of nasty things that will bite you, give you a horrible disease with an air/atmosphere full of pollutants and toxins. On very rare occassions, really rich-as Bill Gates types roll up and decide to build a mansion and estates there because they can, they aren't full of some mid-50's/60's set of fat, middle/lower classes in hawaiian shirts, socks-sandals crowd that spent their lives working as a pencil wranglers and nerf herders.
