ECO Officer and Strategic Planing

If a Strategic Planing is played before a die roll on Helo's turn and Helo decides to reroll the die, does the Strategic Planing count towards the reroll as well? I was thinking no, but all the other players in my last game thought yes so I thought I'd ask here.

My group's rule interpretation is that it applies to one roll only. Drop the card on the first or the re-roll but it only helps one toss of the die.

That was my group's interpretation, too.

Ditto. The card effects one die roll, and a re-rolll is a separate die roll.

According to Corey, he does get the +2 on his reroll. The E-mail I received is below.

Yes, he recieves +2 on the second roll. Imagine it as replacing the
first roll.

Nice, will use a lot. This makes Helo a lot more useful IMO.
