Yes... giving it the same starting skills as padawan, is what I'd do. But I'd still let it be taken as a universal with the bonus career skills.

Its not a spec you can start with by itself.

Making it a Career spec for Jedi would allow you to take it as your starting spec and attach peerless Interception to it.
