can you use passive sensors when you do a red linked target lock

No. Passive sensors specifies you may perform the target lock action, not an action and then a linked target lock action (Like on a E-Wing or B-wing with the new config card for instance.)However you could perform the target lock and then link other actions to that if available (Darth Vader for example can take passive sensors, take the target lock and then link other actions to it using the force through his pilot ability).
