As @ClassicalMoser says above, that's kind of the point.
At the moment there's no pilot it would be good on, so it's not worth printing because it would never be used... and even if it was , it's only effect would be to encourage people to run more aces and less lower-initiative generics that might not be able to shoot at a Captured TIE. Given that they are actively trying to make low-initiative generics relevant again, I don't foresee FFG printing such a card.
But if we ever get a pilot that it would be good on (eg. Ahsoka comes back at i4 or i5), then it can't be printed because it would too powerful.
There's also the problem of theme to consider. Even in First Edition, it didn't make a lot of sense for a Scum squad to not want to shoot at a TIE Fighter, and it made even less sense for another Rebel squad to not want to shoot at it. Nowadays it would make no sense at all for a Republic, Separatist, Resistance or First Order squad to not want to shoot at a Rebel TIE Fighter pretending to be an Imperial one.
