Vortex & Crown of Command

If Player 1 is sitting on the Crown, could Player 2 (on the Plain of Peril) cast Vortex on Player 1 and send him packing?

Vortex

Cast on any character in your region at the start of his turn.

Instead of moving normally, the character must roll 1 die to determine where he moves.

(List of 6 places Player 1 would rather not be)

The rulebook (I have the BI version w/ Upgrade Pack) says:

11:5 - Movement in the Inner Region; Turning Back

A Character may decide at any time to move back towards the Plain of Peril. Movement is still 1 Space per Turn but the instructions for Encounters are ignored when retreating.

(This suggests that a Character may choose to move from the CoC space)

but then there's this:

11:7 Crown of Command

When on the Crown of Command, a Character does not move but remains there.

Obviously, Player 1 feels that Vortex should not work (i.e. He is on the CoC, and when on the CoC you don't move, therefore the second sentence of Vortex makes him an invalid target for the spell), and Players 2 thru 6 think it should work just fine (i.e. Player 1's "normal move" for the turn is to not move from where he sits). Is this sort of thing addressed in the FFG rulebook, or is there something I'm missing?

You can use the vortex spell in the inner region

Everything that says normal movement can work on the crown, or in the whole inner region.

I disagree.

You can't use Vortex on a player on the Crown. He's not moving. He is not allowed to move actually. He can't be forced to do anything instead of moving normally .

Vortex works in the Inner Region. But not on the Crown where you don't move anymore.

Can you use the vortex spell or temporal warp spell at the start of your turn if you are standing on the crown of Command?

A: Yes.

However, Spells that are cast "instead of rolling the die for movement" cannot be used unless you are able to roll a die for movement following the standard rules for movement. For example, a character cannot cast the Teleport Spell in the Inner Region because players do not roll a die for movement in the Inner Region.

From where is this answer? I can't find it in FAQ. It doesn't make sense to me.

If you are standing on the Crown of Command you can use Vortex on another character in the Inner Region, yes. But not on a character who is standing on the Crown. He's not moving anymore. He can't be teleported instead of moving normally .

Temporal Warp is more debatable. It depends how important is the statement before you move . If it is, you can cast it on yourself on your way through the Inner Region. But again, not when you are on the Crown. You're not moving anymore so you can't cast spells which can be cast before you move .

Or is that a language barrier? Does move mean stir or turn here?

i'm pretty sure vortex can be used on someone in the crown of command

From the FAQ 2011

"Instead of Moving Normally
As long as a character is able to move, even under special
conditions, he may use a movement effect with the wording
“instead of moving normally.”
Example: The Cloak of Feathers states “Instead of moving
normally, you may discard the Cloak of Feathers to teleport
to any space in the same Region.” A character in the Inner
Region may use the Cloak of Feathers to move to the Crown
of Command because the Cloak of Feathers has the wording
“instead of moving normally.”
If a character cannot move or must test to see if he is able to
move (such being Enslaved at the Temple, for example), he
cannot use any movement effects. Note that characters on the
Crown of Command do not move and therefore cannot use any
movement effects.
