If Player 1 is sitting on the Crown, could Player 2 (on the Plain of Peril) cast Vortex on Player 1 and send him packing?

Cast on any character in your region at the start of his turn.
Instead of moving normally, the character must roll 1 die to determine where he moves.

The rulebook (I have the BI version w/ Upgrade Pack) says:
11:5 - Movement in the Inner Region; Turning Back
A Character may decide at any time to move back towards the Plain of Peril. Movement is still 1 Space per Turn but the instructions for Encounters are ignored when retreating.
(This suggests that a Character may choose to move from the CoC space)
but then there's this:
11:7 Crown of Command
When on the Crown of Command, a Character does not move but remains there.
Obviously, Player 1 feels that Vortex should not work (i.e. He is on the CoC, and when on the CoC you don't move, therefore the second sentence of Vortex makes him an invalid target for the spell), and Players 2 thru 6 think it should work just fine (i.e. Player 1's "normal move" for the turn is to not move from where he sits). Is this sort of thing addressed in the FFG rulebook, or is there something I'm missing?
