This is my ongoing list of what I'd like to see, I'm continually adding to it.
How would the Resistance and the First Order be significantly different enough from the Rebels and the Empire ? Scum and Villainy do make sense on the other hand, as others have already pointed out.
About AT-RT in the Republic Army, I'm already there 😂 ! It's easy to convert. Same goes for the Heavy Blaster Team.
There won't be a generic Jedi Knight for the Republic Army, there are so many named (and beloved) Jedis to use ! Many here have named quite a few we all want to be able to play.
For the Separatists, you can scrap the Mandalorian Death Watch, it will be IG-100 MagnaGuards without a doubt.

You forgot Magnaguards, Aqua Droids, B2 Rocket SBD, Dwarf Spider Droid, Crab Droid, Geonosians...
Other than that, good list!

I think Resistance could be covered as a Rebels sub-faction or something similar, focusing mostly on the characters, not as much on getting us yet another set of iterations of rebel troopers / veterans.
First Order I think you could build around fairly OK stormtroopers and officers but with a lot of efficient heavies and other high-tech vehicles on top.
Or scrap all that, go with some weird Old Republic stuff.
Phase II clones should be considered multi-factional as well
Not really, after that they are not clones anymore but 'real humans'.
I wish they had a thematically complete army of what is already out there. My desert themed army of hoth troopers was looking good until I started to paint up the canon troops. It's kind of hard to disguise a thick parka, snow boots, and a furry hood as desert fatigues.

You're not wrong, but Cassian was wearing his parka on Jedha so maybe it's a cold desert like that.
You’re right, the Mongolian desert is not the Sahara desert...

I highly doubt Commander Cody would be an operative, but I'm wondering how they'd differentiate him from Rex.

Rex likes to move around. Three of his keywords (Scout, Scouting Party and Tactical) deal with movement, and Gunslinger + a Range 1-2 weapon means he needs to get close to the enemy.
To make Cody different, I imagine they might make him good at making a stand in one spot. He uses a blaster rifle instead of pistols, so with Range 1-3 he can already cover a much wider area than can Rex. Give him Sentinel so he can attack when an enemy moves in on the objective, maybe Coordinate: Clone Trooper so he can keep a guard ready to Fire Support into his standby shot. Maybe Spotter 2, so he and his buddy and share aim tokens before Cody goes on standby. And of course command cards that also support the “hold this spot” strategy. Then you’ve got a Clone Commander who might have similar stats and upgrades as Rex, but who plays out much differently.
That’s all pure speculation, of course. Point is, FFG can make them very distinct from each other.
Hailfires all day long baby... I do hope they pump out nothing but Geonosian garbage for a few months though... Saves me a bit of cash for more Sisters of Battle/Underworlds stuff.
I‘d love to see Gamorreans for S&V. Maybe as special forces like Wookies.
Agreed. And I think a few of the other bounty hunters would make good operatives instead of Bossk and Boba again. Dengar and IG-88?
Jawa looters would be cool too.

Aside from the fact that actually during the Clone Wars he was either a) stuck on a junk yard planet, insane... or b) essentially a space pirate trying to kill Dooku or take over Mandalore.
He would not be a Separatist. There was not Confederacy of Independent Systems until years after he was cut in two by Obi-wan. He never really ever acted against the Republic itself - he was more hellbent on fighting Kenobi.
All good points. You are correct that Maul was not alive during the actual Clone Wars. That's too bad since he's such an awesome character. If they do a Scum faction, it would be great to see him there.

He was alive during the clone wars.
Again, correct. Should have rephrased that and said, "not always functional," or, "not an active participant" rather than, "not alive."

Let‘s say, he was trying to get back on his feet.
Saved by fanfic doesn't equate to still alive...

I wouldn't call The Clone Wars, Rebels, and Solo, not to mention numerous official comics, "fanfic".
And head canon is not canon.

Canon today, legends tomorrow.

His FoF targeting was pretty impressive.
I still think the Resistance plan should have basically been Ender’s Game. Take control of the cannon on any one of those destroyers, and blow up the planet at point blank range, taking the entire enemy fleet out that’s in low orbit.
