With the removal of the dependent "Then", can Raise the Alarm be played on a card that was already face up?
"if that card" could be interpreted as referring to a card in an attacked province.

Raise the Alarm says: “turn the dynasty card in the attacked province faceup. Then, if that card is a character, put it into play as a defender.”

“That card” which gets potentially put into play is the card that was turned faceup by the preceding part of the effect. If no card was turned faceup (because it was already faceup) then no card will be put into play. If the cards in the province are faceup, then this ability does not interact with any of them—a card must be able to be turned faceup in order for the “put into play” part of the effect to reference it.
