"Church of Sigmar" vs. "Master Rune of Dismay"

Hi all!

If one person has a "Church of Sigmar" with effect "Opponents cannot target your units with card effects unless they pay an additional 1 resource per effect." in his kingdom, and other person has a "Master Rune of Dismay" with effect "Opponent's units cost 1 additional resource to play." in his kingdom, how this should be resolved?

First of all: should the player with "Master Rune of Dismay" pay 1 additional resource for the effect to work?

And In case the answer is "yes", the second question is: How this should be resolved?

For example, player with CoS plays a unit, that cost 4 resources. He pays 4 resources.

Then his opponent with MRoD pays 1 resource for his card effect to work.

Then the first player must add one resource (for the total of 5) to be able to place the unit.

But what if the first player can not add resource?

Church of Sigmar doesn't affect Master Rune of Dismay since the Master Rune doesn't target anything, it's just a continuous effect. The key word for Church of Sigmar to make the opponent have to pay more for targeted effects is "target".

Ok, I see. So: first player just should pay 5 resources, and that's all.

Basically, since the keyword "target" is not there on the Master Rune of Dismay, your opponent will simply have to pay 1 extra for each unit he tries to play onto the table due to the effect of Master Rune of Dismay, which is unaffected by the power of Church of Sigmar since Master Rune of Dismay fails to target any units.
