Now you can’t slap down Roosevelt and Hitler as commanders, which is more akin to what Mon Mothma is for the rebellion (political leader). but I do second the idea her and Tarkin could appear in a version of vital assets for rebels/empire.

This honestly makes it sound like you're entirely unfamiliar with Star Wars. Generals and such lead extremely small strike teams all the time. In the Clone Wars Kenobi leads dozens of companies yet is always giving direct instructions and interacting with company commanders (and one in particular). Heads of state and extremely high-ranking officers lead skirmish-level combats all the time. It's Star Wars, not reality. You should just play Bolt Action if that's what you want.

I'm quite familiar with the Star Wars universe. I've been watching the movies since the first one came out while I was in college in 1977
Certainly the popular media (movies, TV, Books, etc.) are going to focus on the major, larger than life characters because that's where the story is. But Revenge of the Sith made it quite clear that the battles were taking place on dozens (hundreds? Thousands?) of worlds and those characters could not possibly be everywhere at once. When we get to the Rebellion, Rogue One and Solo show us that again, the battles are taking place over a huge area and the main characters could not be everywhere then, either. I have no objection to people wanting to play using the big, flashy characters, but that's just not my style. For every fight with Vader or Luke or Veers, there must be hundreds of others where the commanders are unnamed captains and lieutenants. That's where my interest lies.
