I'm wondering what the correct interpretation of actions by wingmen is?

1. Wingmen can perform actions on their normal Action Bar, but these are further limited to Calculate, Focus, Evade, Lock and Reinforce.
2. Wingmen can perform Calculate, Focus, Evade, Lock and Reinforce, regardless of what is on their normal Action Bar (essentially replacing their normal Action Bar with these).

I think #1 is the intent but the rules as written aren't 100% clear. I wouldn't think ships w/o Evade, Reinforce, etc. would gain them by joining a Wing, but it is possible that is one of the benefits of doing so.

Correct. So wingmates can't boost, reload, etc., even if it's on their action bar.

I find it silly that Wingmen can't reload or rotate, but yes they are limited to only those listed actions, and they have to be on their action bar.
