Can Darrell Simmons use his ability to view an encounter at (for example) the general store, and instead of drawing a second encounter, choose to shop instead of having the first encounter?

No. At those locations, you can do A) draw encounter card (or with Darrell, two, pick one) or B) use the special ability (which is specifically instead of an encounter). Ursula Downs from IH can do A + B (though from the way her ability is worded, seems she does them B + A).
