How exactly does "action bar" mean in second edition?

Does it only include the 3+ actions on the ship card? Or does it include any upgrade cards that have a similar icon on the right side of the card? E.g. Does afterburner add the boost action to your action bar or not?

Depends on how it is shown on the card. The general consensus is that if there is an image on the right hand side of an action, the action is added to your action bar. If it allows you to perform the action in the text under specific circumstances, then it is not added to your action bar.

So something like expert handing adds a white barrel roll to the action bar, whereas afterburners only allows the free boost after a specific set of maneuvers.

that's an action bar. afterburners does not add any actions to your action bar, no. it only lets's you perform a boost action when using the ability on the card and paying the price for it, not as an action during your perform action step or otherwise.

cards like engine upgrade, expert handling, angled deflectors, director krennic, targeting computer and tactical officer all add actions to the action bar. they generally look something like this:
