Yup! ANY time you roll (not reroll) dice, if you're close to an obstacle, you can use Han's ability to "re-roll" the whole thing. That also includes things like obstacle damage, proximity mines, and console fires.

The issue though is.. I kinda want target locking for full mods... maybe thats too much to ask.

You can do Han's do over roll (only counts as a re-roll when his own ability checks to see if the dice have been re-rolled) first and then use a target lock re-roll to try and refine his do over. Just treat the results from his ability as the first roll for every other ability or effect but his and Midnight's (she blocks it while she has him locked since it still counts as a mod when used on attack or defense rolls).
