TBH I wouldn't hate it, I think an up-priced Tactian would be fine in a 2.0 environment. Make it unique to prevent the stack, could be charge-based to prevent it from being used every round, too.

I like this, gives large ships some good area control. Could be overpowered with Snapshot, so maybe it would need a "primary only" clarification
