What weapon training skill do you need to use these? are they exotic weapons?

On page 137 in Ascension they are listed under Exotic Weapons in table 6-1.

However, as none of the ascended careers has access to the required Exotic Weapon Training talent, I usually treat them as pistols of their respective kind (Las, Flamer, Needle, ...)

They're exotic. Just allow someone who gets one and trains a while with it to buy an Elite Advancement.
