I'm going to assume the Alien Luxury Miniatures 'ugly', based off ship's you see in the Poe Dameron comics.
I would start with the assumption that Y-wing engines, plus the power supply of the TIE/in panels, strapped to the big-but-small-by-starfighter-standards AT-ST cabin will give you a heck of a turn of speed. What it won't give you is the ability to turn corners.....
The AT-ST's guns are also scary if you're a guy with a blaster rifle but not on a par with the big lasers you see on something like an x-wing. So 2 dice attack, tops.
As a result, I'd probably start by making something akin to the Naboo N-1 - not that agile but hard to hit because of sheer speed, and not all that well armed (if you disregard optional upgrades)
All forward movement blue.
All hard turns red. (2 and 3 speed)
All banks white. (1, 2 and 3 speed)
All straights blue. (2, 3, 4, 5 speed)
Red kturn. (5 speed)
2 red 2 green 5 hull no shield
Full throttle: (free evade action when performing a speed 3-5 maneuver)
Slots: (talent), illicit, modification.
Points: Buy-in about 28. (It's a cross between a Torrent and Naboo fighter).
Need one with an AT-AT head.
Clearly, these Uglies need numerous upgrade slots, as it is what they basicly are.
