Caught it, was more along the lines of requiring more player agency iirc. All we can do is wait and see how they change the mechanic.
They specifically said “player agency for BOTH players” that’s what has me guessing
Pure speculation here, but it could be that the tractoring player decides on what move the ship will (barrel roll + direction, or boost, or stationary), then the suffering player determines final position (forward/center/rear barrel roll, or, PERHAPS, left/center/right boost?)

That seems too fiddly. I don't think the player being tractored will actually get to choose anything, rather the penalty for being tractored will be lessened, so it doesn't feel like as much agency is lost.
My guess is if you hit someone with a tractor beam and assign a token, you either leave the token on so their agility is reduced (on a small ship) or you spend the token to move them. That way you as the player doing the tractor can choose to lower their agility OR move them but not both.

I too think that the simplest solution would be to spend the tractor token to reposition the ship. However, that's a REALLY big nerf to ensnare, so I'll take a crack at an alternative design.
Maybe you reposition the ship when the tractor token is removed instead of when it is received. This would shift all tractor movement on enemy ships to the end phase, while nantex would still get a nice reposition with board knowledge.
Personally, I'd rather see tractor tokens mess with maneuvers more than reposition ships (e.g. before a tractored ship reveals its dial, the player who applied the tokens can spend them to increase/decrease the speed of the maneuver), but that's not doable without a total redesign of tractor mechanics, which isn't happening.

To **** with ensnare, thats a really big nerf to the Quadrijet . That ships ability revolves around tractoring, so any change, however minor, effects how effective that entire ship is. The nantex doesnt *need* ensnare to function and it can be replaced with something else (otherwise they would have built it into the ship). The Quadrijet, if you are not flying it to try to use the Spacetug Tractor Array, its practically a useless ship.
I honestly think this IS an issue with the nantex itself as ive never seen the 'anger' they speak of in regards to the Quadrijet or with Ketsu for that matter. The quad already got kind of a nerf when they upped the '
tractored
' requirements based on ship size (a change that was justified, but still).
This isnt an issue with the tractor mechanic, and i dont think they should mess with it as the issue is so focused on one upgrade.

I agree. Actually, I don’t even particularly mind the Nantex. I don’t enjoy it, much like I don’t enjoy flying or flying against swarms or regen Jedi, but it’s not OP or game ruining for me.
Actually, one thing I DO like about the Nantex? It makes medium and large base more valuable, which kinda struggle in 2.0.
But, despite that, they’re definitely changing SOMETHING.

First of all, that's a major buff for Nantex with Ensnare(other than Sun Fac who barely notices) since they would hypothetically get their reposition after all other ships have moved regardless of their own initiative!
Secondly, with the proliferation of friendly tractor effects it could be difficult to keep track of who applied which token to which ship if you don't trigger the effects when they are applied. Unfortunately FFG didn't have the foresight to put a marker line on one side of every token like they did with bombs.
