Lets say there are 4 heroes hero 1 places a rest order on player 2 can player 2 place his rest token and immediately get all his fatigue back instantly.

Yes he can. If player 1 has Leadership and allows Player 2 to put on a Rest token on it will resolve at the start of Player 2's turn.
