Can I exhaust Web Shooter during villain phase in hero form to pay for Spider Sense? I have been, just not sure if I can use an action during villain phase.

edit: Wait, web-shooters are not an action, just a hero resource. So, yes.

A resource ability is a type of triggered ability, indicated by the bold “Resource” timing trigger.
• A resource ability can be triggered anytime the player who controls the ability is generating resources to pay a cost.

Except you can, because it’s not an Action—it’s a (Hero) Resource.
