While I don't disagree with your suggestion to reduce the cost of Static Discharge Vanes, I don't see FFG OP doing that. Feedback + Static and 4-L0M crew + Static are both very potent ways of getting Ion onto a small base that you want to keep punishing.

A few comments on specific upgrades:

Hate - While it probably too good on Dooku and Maul at 3 points, the current 9-point cost has basically pushed Dooku off the tables.

Inertial Dampeners - under RAW, it's still a strong choice as a C-ROC upgrade. It's still steep, effectively negating your regen from the previous round. However, the ability to dial in a speed-3 maneuver, slam the brakes, and still get the additional defense die from the ship ability is very potent.

Angled Deflectors - Should just be 1 point. It removes one shield and also requires you to spend an action in order to use it, which are both very steep penalties.

For ID on the C-ROC, that doesn't sound hugey bad, but if it is, you can make it costly for I7 or whatever its initiative is.

The Angled Deflectors being 1 point would probably be fine, but I was being cautious with a single point reduction.

Nope. If you want ID costly on the C-ROC, it must be expensive on all ships. It costs 8 points to put directly on a C-ROC, but only 2 on a ship with 1 initiative. Vizago costs 1, and Deadman's switch costs 2 (Contraband Cybernetics is 3 if you don't want Deadman's Switch). You can price hike I7 ID all you want, all it takes is a single crew slot and I1 with an illicit slot (Jakku Gunrunner provides both) and for 5 points, you equip the C-ROC with Deadman's Switch or Contraband Cybernetics, equip the I1 ship with Inertial Dampeners, put Vizago on any ship with a crew slot that you don't need to use, and simply swap the illicits. You end up with 2-3 points profit compared to directly equipping the C-ROC, and it comes with a bonus Vizago and illicit upgrade too.

I think SDV should probably stay where it is. Right now it's 10-12 points for the 4-LOM/Feedback Array + SDV combo, which doesn't look like it should get any cheaper considering what it does. Once it gets the first ion going, a Freighter Captain with 4-LOM+SDV can pretty easily lock down a small base ship with ions, keep it in arc thanks to its turret and pelt it with ionizing primary shots that ignore the only green token the target can get.
