If an E-Wing attempts to target lock at range 1 is it considered a failed action or does he then get a different action upon measuring and finding out the range is too close?

The E-Wing ends up having to place their lock token on an object at range 0 (accounting for the action being coordinated to a blocked E-Wing after the E-Wing's activation) or beyond range 1. Lock can only fail if there are no valid options at all, which for an E-Wing is extremely unlikely.
RR page 13 is where the Lock rules are for future reference.

Always worth noting about Locks: Because you can lock objects, it's almost impossible for *anyone* to fail a Lock. E-Wings, to be sure, but realistically no ship in the game will ever fail a lock.
