I think that's because of 3 reasons:
1. He is not Vader. You can use Shriv without losing one good officer, commander or squadron option.
2. The rebels have a cheaper way to use this trick. For imperials the cheapest way is with a Raider I that costs 44 points, but rebels can do it with a Hammerhead Torpedo which costs only 36 points.
3. He is a rebel scum.

I think there is something to be said about the asymmetry of the game here as well. That the factions are different and even when they do overlap in a particular area, they do it in different ways or aren't equally good at it for other reasons.
In this case I think, for whatever reason, FFG wanted rebels to have access to the ability, but didn't want them to do it as well as the Imperials.

Vader has the Force as his ally.
Shriv you can stick in a HH Torp, and slot it into profundity, and have Raddus belch it out.
There is no real counter to a 1st player Raddus doing this to you...
Plus Shriv has no opportunity cost. No Vader squad, officer, or commander you can't take.
