I've gotten into an arguement with a friend over bidding with influence during Wizard Councils. He had no influence while i had 4. I bid 0 knowing that a tie would result in me winning the bid. He argued that a minimum bet of 1 had to be made for there to be a decision.

What occurs if both players bid 0?

The Errata and FAQ 1.2 stated that when all players tie with a 0 bid ties are broken as normal with the play with the most remaining influence bid deciding who wins. So take heart you get to rub your friends face in that!

Indeed, running out of tokens is a very dangerous prospect, because you therefore have no leverage during bids. Even if you just have ONE token, that can be enough to win if the higher players get cocky and think they can win by default (which sometimes they can, if nobody spends any).
