Condition Cards assignment moment?

While most of them are quite clear, say "I'll show you the Dark Side" or "Suppresing Fire", I am a bit puzzled with Agent Kallus, as its text simply states "Setup: Assign the Hunted condition to one enemy ship." I have dug through the Rulebook and Tournament Regulations and from what I can see... The proper step would be to assign the Condition after placing forces and preparing for the actual game.

Rulebook states such preparation order:

  1. Gather Forces - set up squadron and cards nearby the play area
  2. Determine Player Order - assign the First Player token to one of the players
  3. Establish Play Area - uhm, put down the playmat
  4. Place Obstacles - from the pool of six
  5. Place Forces - according to Pilot Initiative and First Player rules
  6. Prepare Other Components - tokens, maneuver templates and such

Tournament Regulations states such:

  1. Each player places their forces outside the playmat
  2. Both players reveal all components and assign IDs to their ships
  3. Each player can examine damage deck of the opponent
  4. Players determine player order
  5. Players place obstacles
  6. Players place their ships
  7. Players prepare any additional special components

And as far as I am understanding it right, the bolded points would be the moment to assign the Hunted Condition? I am asking mostly, if the condition is applied on the moment the carrier of Agent Kallus is placed on the board, when the Squadron is introduced and set up by the mat or after all forces are in position. As it can severely influence the way a game plays. Opponent might decide to set up the Hunted ship in the opposite corner of the Kallus carrier, if its assigned earlier than the marked moments.

assigning the hunted condition card is done during setup, after all game effects have been resolved, since it's an ability.

please note that this ability is not optional, you have to assign the hunted condition.

so in essence, you're right. it's done after all ships have been placed, after other components have been prepared (what ever that means...).

Other components, I assume means wing tokens for X-Winga for example. And similar such.

There is also a point that ive kind of argued for this timing window. You cannot interact with ships not in play unless an ability specifically states it. I (personally) feel that ships that have yet to be placed, are not in play, and cannot be interacted with.

Also, you couldn't *want* to use Kallus before all ships are placed, as if hes not sure which ship he wants it on, the starting position of the ships may help that player make the decision, where as placing it before hand would give the effected player more info, and change where he might otherwise have placed it.

That specifically says "after placing forces". But that may be to clarify that he happens before cards like Boba Fett (crew)

Just as an update to this post, Kallus has an Errata on Rules Reference pg 27.
