Can Slave 1 Hondo's 'shut down an enemy squadron' wheeze be activated twice by Jendon? Jendon's card says he can make a squadron attack again but not sure if what Hondo is doing is an attack.

Hondos can only do his card ability during his activation as stated by "During your activation" part of his card wording.
Jendon can have Hondo attack, but would only be able to do just that.

No, because while Hondo’s ability occurs in place of his attack, it can only happen during his activation (not someone else’s.)
