If Tarkin chose to play surprise attack would his tokens go out before or after the raid tokens?

1st player resolves their timing first, then 2nd player resolves their timing.

So, for example, Tarkin is 1st player, they would need to place their choice of token on their ships and resolve all other start of ship phase timings they have.

Then 2nd player reveals the raid dial and also resolves all other timings they have for start of ship phase.
