Empire is the place to look. They have the ability to field a number of competitive lists with and without force.

I think there are some force users that get their force charge too cheap. Especially some Jedi that get a 2nd or 3rd force charge for next to nothing.

If y'all want to go nuts and really shake up force. I'd be curious about changing it so that light side can only use force on defense and dark side on attack only. Fluffy? Yup. Balanced? Unlikely.

I think Empire is the most telling in that they have so many options without force, and yet Jedi only beat out Empire by 0.12% for amount of lists with force.

That's what happens when you nerf all the competitive non force stuff. It's not like empire started out force heavy in the meta (other than maybe supernatural Vader) but one after another their good non force lists got nerfed. Bombers, Punishers, Phantoms.
