Ahhh, I confess I am not too familiar with what happened during the clone wars, aside from a coup, following which Maul took over after killing the leader of the death watch, then Sidious came personally to ensure that little upstart didn't have his day. Other then that I wasn't too sure of the precise details; I never really made time to watch rebels personally.

Mandalore was part of the Republic but had claimed neutrality during the Clone Wars, with effectively cut it off from Republic aid until Maul made himself known as leader of the usurpers that killed Satine. At that point, it was no longer just an internal Mandalorian matter.
