Dash’s ability: “While you move, you ignore obstacles.”
BR is movement, so Dash could BR onto an obstacle (just in case you wanted to). But, is there a scenario where Dash would be able perform a BR to get off terrain that was landed on?

Certainly! Dash executes a maneuver (moves) onto an asteroid. He doesn't roll for damage or skip his perform action step, because he moved. Then, he barrel rolls (moves) off of the obstacle, even with his template crossing the asteroid... because he ignores the effects of obstacles, which would normally prevent him from rolling over them.
In fact, sometimes it makes sense to barrel roll ONTO certain obstacles, like debris clouds... in that case, you can gain an extra defense die, and still trigger the benefits of the Outrider title and Lone Wolf (which you probably have stapled onto him, right?).

Conversely, once he stops moving he no longer ignores the obstacles. So landing on an asteroid would still mean no attack because he's not moving.
This would be more clear if the ability called out a turn phase or step (Activation, Manuever) rather than a thing you do during those (move).
For instance, Dash “moves” onto a debris field. Normally, one gets a stress after the check difficulty step...since that is triggered by his movement but not happening during his movement, does he get the stress While he is parked on it? Either way, I don’t see it getting cleared by Outrider as he did not have it when he completed the maneuver.
If he was parked on an asteroid instead..,he could do a BR as it is movement, but could not do a TL, or does the skip action step part never trigger even whole sitting on the asteroid when movement is not occurring?

there is no check difficulty step during movement, but while executing a maneuver. there is no effect from standing on top of debris, but from overlapping it during movement only.
standing on asteroids has no effect other than that you cannot perform attacks while doing so. performing actions is still fine. normal ships do skip their perform action step if they execute a maneuver that makes them move through or overlap an asteroid, but since dash's ability lets him ignore obstacles while he moves, he does not skip his perform action step if he moves through or overlaps an asteroid while executing a maneuver. in other words, dash can do what ever action is available to him while standing on top of an asteroid, no matter if he just got there or not.
the check difficulty step is part of executing a maneuver, so the outrider title would clear stress from dash even if he received the stress from executing a red maneuver, as long as the maneuver moved him through or made him overlap an obstacle. this makes it possible to k-turn up on top of or through an asteroid with dash carrying the outrider title and still perform an action.
other ships can also perform actions while overlapping asteroids, just not their regular action from the perform action step. coordinating actions to ships that overlap asteroids is fine.

Skipping action step is part of overlapping the asteroid, which triggers after the maneuver, and before the perform action step.
Dash moves on to asteroid (checking for stress)
Asteroid effect happens.
Perform action step.
So he could TL if he wants.

Nope, gaining stress, even tho its after check difficultly, is Still part of the maneuver step, so he still ignores it.

This would negate another advantage he has. His ability makes tractoring him onto an obstacle much less effective. Only thing it would do is if you managed to do it before his engagement, and tractored him onto an asteroid, it would prevent his attack. This is of course, assuming you are able to get 3 tractor tokens on him in the first place. So this is highly unlikely.
