Aside from in-universe, there is also the story telling angle, and Rey flunks that test too. There is no reason for her to be so much more powerful than the established characters, whereas with Baby Yoda there is something unique about him and his species, and we aren't totally sure of what that is yet. At this point, he is more of a plot device with some deus ex machina sprinkled on top, not so much a character.
You do know that this thing about bloodlines that are strong in the Force has only ever applied to the Skywalkers, right? Because Anakin broke the rules. Jedi aren't allowed to marry. Mace Windu does not come from the Windu line of Jedi. Obi-Wan Kenobi is probably the only Force-sensitive Kenobi, and so on.
