Without mods: yes.

But the VCX-100 could roll green dice granted by obstruction, range 3 - 5 or other effects granting additional green dice and spent the tokens modifying these dice.

Correct. Focus and Evade change die results (not add). A ship needs die results to be able to change to use those tokens.
