Huge ship dumb question

Reading through the new rules for huge ships and an odd question came to mind.

Under setup, it tells you to "Set each huge ship's resource tracker so its shield and energy values match those shown at the bottom of its ship card."

Under the icons, it tells you to recover one per recurring icon next to them.

Does this mean there is no maximum value a ship can carry? That is the only reason I can see to have a 2 digit tracker as no current ship can reach that high otherwise.

I'm willing to be proven wrong, I just need someone to point me to the rule I missed.

There is a max value. The value shown on the ship cards plus any upgrades that add or remove to that max value. There is a 2 digit tracker because a few huge ships, though various upgrades, is possible to hit double digets, and its easier to make a tracker that doesn't have a limit. You will likely never get into the 20's, but its possible to hit 10+.

Is that stated somewhere or is that just an assumption from the normal rules?

The highest combination I can see gets a maximum value of 8 for shield or energy. Why would they give us a double digit dial rather than a single dial going up to say 15 for future proofing?

I dont want to dig though the entire stream, but im fairly certain the devs remarked on this during their demo stream on twitch.

Also, why limit yourself like that? The dial could be made to be used for other things as well if you have more than 1 or not using an huge ship, so having a non-restricted counter opens up functionality. Also, Why manufacture 2 different dials, when you can just include 2 of the same dial? That makes manufacturing it cheaper.
