Myself and a buddy debated on suprise attack and there is a bit of ambiguity. The mission states at to distance 5 of the first players edge, however, does not say it must be in the deployment area. we agreed this means you can place the station outside the deployment area. for example, he placed it right on the 3' edge. is this correct?

Yup, you sure can as that is "at" distance 5 from the 1st players edge, or anywhere within Distance 5.
However it still must be IN the setup area.
Meaning you can't tuck the station into a corner of the mat, as that is outside the setup area.

If you check the rules reference here:
On page 10, the setup area is defined as the center 3'x4' area of the board under the section "1. Define Play Area and Setup Area"
Then, in section "5. Place Obstacles", it says you must place them (1) within the setup area, (2) beyond distance 3 of the player edges and (3) beyond distance 1 of each other.
Surprise attack does let you break rule (2) - you could put it within distance 3 the opposing player's edge (inside their deployment zone).

Under point (2) it actually says "Obstacles must be placed within the setup area, beyond distance 3 of the edges of the play area". This does not usually matter for obstacles in a standard 3' x 6' play area, however if you are playing on a 3' x 3' play area it will.
For a 3x3, the entire 3x3 is considered the set up area.

Agreed. In the case of a 3x3 play area, the "play area" and "setup area" are the same. (RRG p10 "Setup Area")
