question about modular encounter sets

Hi liking the game so far. Are the modular encounter sets only able to be used with the scenarios provided? I thought more would come out and you could mix and match with all the scenarios. The reason I'm wondering is the wording on the green goblin pack - The Green Goblin Scenario Pack also contains four modular encounter sets that allow you to customize both scenarios contained in the pack. So they are not recommended to be used in core at all or core encounter sets used in this pack?

You can add any module to any Scenario, so once Green Goblin comes out you’ll have 9 possible modules to add in. Each Scenario has a recommended one which is either thematically appropriate or strikes the right feel for the scenario - the core recommends using Rhino with Bomb Scare, Klaw with Masters of Evil and Under Attack with Ultron. Nothing is stopping you playing Rhino with the Doomsday Chair instead however - it will just be harder than normal.

Likewise, the Goblin Gimmicks module looks like it will make the most thematic sense with the Green Goblin, but what if Klaw stumbles on a hidden stash of Goblin Weaponry and is attacked while trying to selling it to the highest bidder?! Etc etc
