Question: can Sabine (crew) still be used if a ship rolls for bomblet, but rolls no hits?

Yes. The effect of the bomb is the roll, not the damage resulting.

Sabine then is much better than I thought. You can get her effect off a lot more devices instead of just the ones that deal auto-damage.

Yep, she works on Electro-Proton Bombs as well. Doesn't matter what is rolled for it. The rolling is the effect, so she will trigger.
