So, let's talk about Benzopyrene. Information on Benzopyrene keeps rerouting me to Benzo[a]pyrene, so I'm thinking one begets the other during some process (burning or otherwise).
Benzo[a]pyrene is a cancer causing substance. It's the active (cancer causing) ingredient in tobacco. It is given off in trace quantities when manufacturing the rubber for neoprene mats. It is dangerous if inhaled (in the right quantities) and can cause skin irritation or rash.
They're legally required to add the warning you described to materials (presumably effective after a certain date of production). I've noticed them in Organized Play kits that contain mats.
If it concerns you, you can rinse the mat with soap and water (be careful not to waterstain the mat when you do so). However, the quantities are not significant enough to warrant this.
I do, strongly, recommend you not burn the mat and breath in the fumes. This is carcinogenic if inhaled, and that's the nature of all cases of Benzo[a]pyrene, not just from manufactured products. If you get lung cancer from Benzo[a]pyrene, it will probably be from one of the other sources listed by

As an addendum, California law is a little extreme when it comes to cancer warnings courtesy of Prop 65. Essentially, if a product or location contains a measurable amount of any of 900 or so chemicals linked to cancer, that warning has to be there.
This includes gas, circuit boards, potentially even potato chips and coffee soon.
Even Disneyland has signs up to be compliant with Prop 65. It was meant to be there for warning and protection and has become meaningless.

yeah prop65 is a huge pain for anyone distributing anything in California. With that huge nasty label you have to put on there. For the rest of us that live on planet earth not in whatever world they are from, it is fine.

We laugh at these warnings, but if there weren't kids out there eating paint chips and ramming their heads into walls, these warnings wouldn't exist. Gotta plan for the lowest common denominator or some less than attentive parents will wind up suing your pants off because you didn't label your knife set as a potentially dangerous item...
