Play Pendant of the queen from hand

Is it possible to play Pendant of the queen from hand, for example if it was discarded by a failed recharge or a trechery and you shuffled your discard or scavenged it?

I don’t think so. I think as soon as it would be discarded or returned to hand all of its charges are removed and its “If...” text triggers, resulting in it being set aside, out of play.

The pendant's "if" clause triggers only if it has no charges, not when it leaves play or is discarded.

But it loses all charges when it leaves play.

But then again, its lasting effect simultaneously expires.

@Assussanni's response seems like the most likely answer, though it's highly ambiguous for the reason that @CSerpent states; I'm surprised it wasn't addressed in the rules or the recent FAQ, but in the meantime it's also the approach that causes the least confusion and friction, as you will otherwise have a card that (depending on how you look at it) is either unplayable and useless, or simply fails to comply with the basic framework of the game.

It is impossible to play the Pendant of the Queen since it has a cost of "–" (not zero; it's not that it is "free", it's that is has no cost in the first place and thus the cost cannot be paid). This also implies that is was never intended to be able to enter a hand or discard pile; all other cards with a cost of "–" are inherently incapable of being played regardless of the cost, either because they are encounter cards that can't enter a player's deck or hand, or because they have some other text that governs how they enter and leave play (e.g. Baron Samedi).

Though you could still put it into play via a card like Sleight of Hand or Elli Horowitz.
