Does the restricted list apply to set aside cards that get added after setup? Specifically, the Arena of Death and Ewok Warrior are both on the restricted list, but I've seen a couple of decks posted to swdestinydb recently that have the Arena with Chief Chirpa, who then adds a set aside Ewok Warrior to your team after setup. Is that legal?

Yes. because the restricted list applies to deck construction.

I think the terminology used in the Rule Book is far from ideal. It refers to characters, which do not fall under the definition of deck, so too set aside cards are not part of your deck.

DECK:
Each player brings a deck of 30 cards to the game. During the game, the deck refers to the stack of facedown cards a player has not yet drawn.
