If both players have the same score at the end of a game, they must fire a Final Salvo to determine the winner. Simplest fix...Final Salvo only takes effect when the both players have the same score AND it is above 0. The odd mirror match may be resolved with a FS, but games that end with 0 points on each side simply confer a loss to both players. Done!
