It's supposed to be a TIE Interceptor, but the artist was told to keep the S-Foils closed.

That was my first thought too š , but it is obviously a Resurgent-class.
It's called a TIE Dagger according to Wookieepedia. EC Henry made a fighter very similar to this one on his channel with the wings also functioning as landing gear.
Horrible design. It totally closes off a pilot's field of vision.

I think it is meant to be a Resurgent-class Star Destroyer. Compare with this image .
The two spiky bits at the front aren't the horizontally-separated bits from the Gladiator but the vertically-separated bits from the Resurgent's weird negative-space hull.

To narrow the field of vision to keep the pilot from seeing comrades fighters go down and to keep on fighting longer. When the pilot notices that it is not going so well, there is no time for retreat.

Never so much as on this design.
just for once I wish they would return the mundane names. "TIE Interceptor II" instead of something like "TIE Obfuscate" or "TIE Ill-stab-you-with-rusty-forks".
Never liked that about the Extended universe, either.
