Card Abilities Broken Down Into Steps?

Would it be better to have card text broken down into steps, rather than paragraph form?

With the new rules, we have queued abilities, and non-queued abilities. And making sure you are able to pay cost just to queue them as well as when resolving. What if the card text just told us if the ability is queued (after maneuvering), or just active (like dice modification). Cleaning up text into actual steps and logic, may be the way to go.

NOTE: If any step fails starting from top down to bottom, the entire thing fails.

GLOSSARY:

RESTRICTION - This is law and must be met or followed

QUEUED - This ability will get queued in the ability tree ("After executing a maneuver", etc.)

ACTIVATE - Describes when this ability can be used ("While defending" etc.)

REQUIREMENT - Must be met to proceed any further, if it fails, the ability is not queued, nor resolved.

COST: Must be paid to proceed.

ABILITY: What happens when all steps have been met.

ABILITY: You may roll 1 attack die. On a hit or critical result, remove 1 stress token

ABILITY: That ship gains 1 focus token

COST: You may spend 1 lock you have on the enemy ship

ABILITY: Add 1 eyeball result to your dice results

REQUIREMENT: An enemy ship at range 0-1

ABILITY: You may add 1 evade result to your dice results

Just having to conceptually understand 6 separate categories and whatever symbol/syntax/etc denotes them

Its all makes great sense to me, but I have spent way too much time pouring over the RR. Its just more effort than most are going to want to spend. As is, the game mostly works for most people, so kinda the "less is more" philosophy

Additionally the game devs have stated they intend to use "a living RR" and FAQ as a balancing tool. IDK if that's greatest approach, but your proposed level of specificity would get in the way there.
