I don't believe we've ever been given a date beyond "Q3," which of course means it has been delayed. Like the game mats they announced almost a year ago, it seems like these are much lower priority to give updates/news.

Or use a conversion chart to get the paints from Vallejo, or find GW Contrast paints that produce a similar colour and then skip the wash step and get decent minis quickly. Everyone has a personal preference of paint brand in my experience.
It's also possible that Army Painter is the hold up, since they are producing quite a few paint sets for Warlord Games... Not that we can do much besides speculate.
I experimented with the contrasts, they work awesome for imperial stuff.

I think for some people, myself included, this is their first foray into a miniatures game that includes the painting side of the hobby. So, when the paint sets were announced it seemed like a quick and easy way for people, with a lack of knowledge in the area, to jump into painting without having to stress about it. The problem is that no one guessed that a delay would occur, and now they are waiting if they preordered it.

All indications were that they were standard Army Painter paints with new names slapped on them (which I think is standard for their other themed paint sets).

Fairly standard practice for Army Painter. Why spend the time and money creating new colours when you can just relabel some pots from the normal line?
Not that I'm saying this is a BAD thing. The new names makes it a bit easier to find which paint you need at a glance, and if there is a readily available conversion chart then you can still find the paint in their general collection when you need individual replacements. And it makes it easier to find equivalent paints from different companies using the pre-existing conversion charts.

There is a inexpensive quality paint set on the Reaper Bones Kickstarter that you can grab, the only drawback is they will not be shipped until next year.
You could order them for use next year, they are great at this price point, set of twelve for $18.

Fair, but D&D seems to me to be basically it's own paintline in Army Painter's product at this point, akin to Vallejo's "Mecha Color" line. The Legion paint sets remind me more of just a bundle with special names. I could be wrong, but I would have expected the announcement to include that detail as an extra incentive to purchase the paint sets.
I also Wonder when these will be coming. I'm planning on switching from citadel paints and I want my star wars themed paints!

They haven't even officially announced that they are made by Army Painter as far as I know. For all all I know it could be brand X, Y or Z but packaged in a similar way to previous AP sets

The inclusion of "Strong Tone Wash" in the colour list is the indicator that Army Painter is making the paints.

I thought as much but felt it was strange that they didn't mention it on their own site, they weren't shy about it either the runewars seta.

Either the article writer forgot this time, or it may be related to Runewars not being licensed from Disney, and that license having certain restrictions on advertisement. Who knows.
Either I will lose interest... or...
I will sell my Legion armies and paint new ones with these colors.

Do we know what the paint numbers are for the "new" paints? I'd love to rename my current paints since SW naming would make more sense for me.
Can't tell numbers at all, but there are splotches on the preview page. Dunno if that would help.

It would have been such an amazing opportunity to release it alongside the core... I know they have a lot on their plate at the moment though.
